MARINE REVIEW. 5 Plans of the Underwriters for the Coming Season. ; Lake underwriters who took risks at very low rates last season, on geo ofa falling out among themselves, are ready to begin another year s business with all sorts of promises to maintain some new features in policies as well as a tariff agreed upon at a meeting held in Detroit last week. : The most Important feature of the new tariff is a marked reduction in the rates on high class vessels to meet the competition of the English Lloyds, while the policy will contain the following provision as to strandings at such places in the rivers as Grosse point: "« There shall be no liability under this policy for expense of labor, lightering, tow-boat hire, hawsers, and other similar charges incurred to float the vessel hereby insured when grounded at or near Grosse point,near the entrance to Detroit river, or in any river, bay, harbor or channel, where the known shallowness of water or the channel is such as to render such grounding incidental to the navigation of that locality, unless the said vessel has been forced aground by a passing vessel or some extra- ordinary and unforeseen action of the elements." The underwriters claim, of course, that the vessel owner has no more right to ask them to pay for getting a vessel over Grosse point when too deeply laden than he has to ask them to pay for lightering the same vessel through the Sault canal under similar circumstances, but it will be strange if such an important ruling against the owner can be carried out in the insurance business of the coming season, as against the slight difficulties under which hull pools have been torn asunder in previous years. The vessel owner whose boat finds the water half a foot lower on coming down the lakes than it was when she went up, will certainly feel if he has tug hire and lightering expenses to pay that he is not being treated fairly under this policy. But the insurance companies have been drained of the cream of their premiums by losses caused through strand- ing and they may be doing good toward all concerned if they can evade this license for over-loading. Another feature of the policy provides that 'wages and provisions of the officers and crew of the vessel shall constitute a general average claim only when the detention has been caused by the voluntary act of the master for the general safety and to avert a common peril other than in the ordinary navigation of the vessel. In the case of repairs, which are a particular average claim, the wages only of such of the officers or crew shall be allowed as may be engaged actually in said repairs, and whose service take the place of labor that would otherwise have to be employed." . As shown in the tariff, an addition of 1 per cent. to the season rate will be made for the collision clause, instead of 8-10 per cent. as hereto- fore. This seetns to be a recognition of the increased losses recently resulting from collision. Free extensions will be granted to all At and Ar¥% steamers for five days from November 30,instead of the steamers - yalued from $75,000 up. The privilege of getting a further extension of ' five days, to complete trips, at 5 per cent. of the season rate, is embodied in the tariff, while heretofore it was merely an understanding. For risks not attaching until May 1, the deduction is only 5 per cent. instead of 10 per cent.; and risks beginning May 15 are allowed only io per cent. rebate instead of 15 percent. Io. | DEDUCTIONS. Deduct 4% per cent. for water bottoms. Deduct 1 per cent. for harbor tugs, with lake privileges to the extent of 20 miles. Deduct for excepted fire risk on steam craft, 6 cents per month. Deduct for total loss and general average only, steam ro per cent., sail 20 per cent. Deduct for total loss (actual or constructive only) 30 per EMG. Deductions for total loss and general average or total loss to be made after deducting for fire risk if excepted. ADDITIONS. For wrecking privileges on tugs add 1 per cent. When full wrecking privileges are not desired, policies may be endorsed permitted to wreck 4% per cent. additional for each service rendered to October 1st, and: thereafter at 1% per cent. for each service rendered. ies For yearly policies add 4% per cent. to above rates. For agreement to make loss or damage by fire to be settled under conditions of special clause add 50 cents for the season, with pro rata deductions for months expired. This clause to be attached to such marine policies only as include the fire risk. Add for collision clause 1 per cent. for season, with pro rata deductions for months expired, and cancellation. RULES. No allowance or deduction shall be made for portions of months expired except as below noted, and there shall be no suspension of the policy or rebate allowed for . vessels lying up during the life of the policy. Not more than six months credit on premiums, and all notes to mature on or before Nov. 1st on season risks. Discount for cash at the rate of 6 per cent. per annum. EXTENSIONS --Free extension may be granted to Dec. 5th, at noon, to all steamers which class Ar and A1™%. A charge for extension on other vessels shall be made as follows: On steam vessels 10 per cent. of the season rate, and on sail vessels or tow barges 20 per cent. of the season rate. Such extension to be for five days from noon of Nov. 30th, provided application be made for such extension before noon of Nov. 30th. A further exten- sion may be granted from noon of Dec. 5th on steamers only, and only for the purpose of completing an unfinished voyage. The charge for such extension shall be 5 per cent. per day of the season rate. The classification of Inland Lloyds 1892 Register to govern as to class and value. Value in policy not to be less than 80 per cent. of valuation in Register, and not to exceed Register valuation with 1o per cent. added thereto, except as noted be- low. Vessels--Sail or steam (except tugs) under $25,000 not to be allowed any increased valuation. DEDUCTIONS. No general agent or company in any case to allow over 10 per cent. commission to local agents, or any other consideration whatever, at any time whatsoever, and no agent, company or general agent shall be allowed to pay any part of his commission to any vessel owner, broker or any other person. Mr. Harvey D. Goulder, admiralty lawyer of Cleveland, is said to have told the underwriters that the stranding clause in the policy would not endanger the right of the owner to collect for loss to his vessel through stranding in a fog or from other similar perils of navigation.
