28 ITEMS OF GENERAL INTEREST. The battleship Illinois has reached New Orleans and will be the first vessel to be docked in the new Algiers dry dock. The city of New Orleans is preparing to make a gala day out of the event. English newspapers are predicting a reduction in wages and other operating expenses on ships. The effect of the boom in shipping having now entirely passed away, ship owners who have recently placed orders for new tonnage regret that they have done so, and in many instances are negotiating for delay in delivery, owing to the unprofitable state of the freight market. The Rainy River Navigation Co., Rat Portage, Ont., has completed a profitable season and all the steamers are in winter quarters. The Keenora, Agwinde, Edna Brydges and Maple Leaf are laid up at Rat Portage and the Majestic, City of Alberton and Undine at Fort Frances. The Canadian Northern Railway from Port Arthur to Winnipeg is nearing completion and it is expected that the development of the fine farming lands along the Rainy river will greatly add to the steamboat business on the river. : Miller, Thornburgh & Co., incorporated under the laws of New York, with offices at 135 to 137 Broadway, New York city, will engage in the iron and steel business, making a specialty of wrought iron pipe, cold drawn seamless, lapweld steel and charcoal iron boiler tubes, rivets, etc. The above concern is composed of the following gentlemen: President, W. The success of the experiment of augmenting the enlisted force of the navy by grown men of American birth, without regard to any previous. experience on the sea, has been demonstrated and is regarded as of greater and surer benefit to the service than the slower system of training boys. When Admiral Bowles took charge of the construc- tion bureau and began to examine the torpedo boats in course of con- struction in the various yards he found much that did not satisfy him, and he concluded to have a line officer who had had practical experience with torpedo boats, and a naval constructor, undertake a systematic inquiry. Lieut. Lloyd H. 'Chandler of the torpedo boat Bailey, who has given this subject special study, and Naval Constructor Linnard, were accordingly selected. They have made an inspection of all the. torpedo boats and destroyers that are under construction except those on the Pacific coast. Emperor William of Germany attended the recent meeting of the Society of Naval Engineers at Charlottenberg. He exhibited great interest throughout, especially applauding the remarks of Herr Meyer, a ship- builder of Papenburg, who explained how, in his opinion, foreign ship- building competition, especially American competition, could best be cir- cumvented. Herr Meyer deprecated the continually increasing number of yards, insisting that attention should rather be devoted to enlarging and perfecting the existing establishments. He held that a part of the yearly profits should be employed in obtaining the services of specially trained "and skilled workmen. Once this is attained, said he, the Germans could calmly contemplate foreign competition and look upon the 'American spectre" with perfect equanimity, for "the Germans would be found to be the victors." Herr Meyer's remarks were followed by an address made by Councillor Schwarz of the ministry of marine, relating to the develop- ment of American ship building during the last decade. A number of very complete outfits of driving machinery and boat equipment, accompanied by plans and specifications for building the hull and installing the machinery, have been sent out by the Marine Iron Works, station A, Chicago. Several similar contracts now under way. This is a plan that they have demonstrated to be an exceptionally good one, particularly for those located at a distance where they may have suitable material and good men to do the work, provided they secured the necessary information with plans and details, all of which the Marine Tron Works furnish with their complete machinery outfits when so oon tracted for.
