INTERSTATE INLAND WATER- WAYS LEAGUE. At the fourth annual convention of the Interstate Inland Waterways Lea- gue, held at New Orleans, Dec. 4 and 5, the following resolutions were adopted: Whereas, it is essential to the com- mercial progress and material devel- opments of the states of Louisiana and Texas that the intercoastal canal now being constructed from the Mis- sissippi river at or near Donaldson- ville to the mouth of the Rio Grande river should be constructed by the Federal government to a depth of not less than 9 ft. and a width of not less than 100 ft. at the bottom; and, Whereas, the federal government has recognized the importance and feasibility of the construction of such a canal and appropriated money for its partial construction, and is now that same be done under continued contracts. Second--That we indorse the con- struction of a canal from the Missis- sippi river, opposite New Orleans, to Morean City; ba. as a necessary sup plement to the present intercoastal canal route via Plaquemine Locks. Third--That we indorse as meritor- ious the demands for improvement of the various tributaries which are to furnish tonnage for said inland canal as follows: Arroyo Colorado, Guade- loupe river, Colorado river, Buffalo 15 Bayou, Brazos _ river, Trinity river, Neches river, Sabine river, Calcasieu river, Mermentau river, Vermilion riv- er, Teche river and Atchafalaya river and its- tributaries. Fourth--It being a fact that the government dredgeboat is removing obstructions in the Guadeloupe river 'from Victoria to the mouth thereof, we recommend that when this work is finished by it it be urged to remove obstructions in the Guadeloupe river from Victoria, Tex., to Cwero, 'Tex, as far as practicable. Fifth--That we indorse the demand of practically the entire country for a deep waterway from the lakes to the gulf, of which the canal is a tributary. . _ Sixth--That we indorse the action of the National Rivers and Harbors Congress in asking the United States Congress to appropriate not less than $50,000,000 annually for the improve- ment of rivers and harbors. Seventh--That we recommend that the Congress of the United States and state legislatures pass laws ap- plicable within their respective juris- dictions requiring that a railroad or railroads reducing freight rates to meet the competition of inland water- way transportation shall be required to make a proportionate reduction to all intermediate points. Resolved, That the thanks of this convention be and are extended to the New Orleans Progressive Union and to the committee in charge of the Interstate Inland Waterways' con- vention of the city of New Orleans and to the people of New Orleans for their cordial reception to the del- egates attending such _ convention, and for their many and long-to-be-re- membered courtesies. Resolved, That the thanks of this convention are hereby tendered to Hon. ©. $..
