With reference to the question of exceeding the designed power by £0 per cent, I am sorry that apparently was not made clear in the paper, for the reason that I have been asked that question by several others. That statement is based on the fact that the ship was designed for an effective horsepower, necessary to give 24 knots. The effective horsepower, cor- responding to the observed speed, on the four hour trial, was about 50 per cent in round figures more than the effective horsepower necessary for 24 knots, and that is what that state- ment is based upon. In reference to Capt. Hovgaard's question, as to boiler tubes, that is memory they are 13/18 outside diam- eter, No. 10 gage. If these tubes are used on battleships, I would rec- ommend that the tubes be 2 in, and about No. 9 gage. The only fea- ture recommended by me-is the abili-- ty to stand .a high rate of forcing, which: comes. from the fact that the ~ boilers have a good circulation, and it is not necessary to have the particu- lar make of boilers used in the test, but any boiler that has a good circu- lation and will evaporate as high as 11.5 pounds of water per foot of heating surface will be equally effici- eng, Col. Stevens: Will you' state how you get at the 0.55 per cent propul- sive efficiency? Mr. Wetherbee: Recent results have None of them care to give over 11 pounds, : Capt. W. Hovgaard: I quite agree with Mr. Wetherbee, that if we could get a boiler of high evaporative power we should make a great step in ad- vance, as far as warships are con- cerned, because the pressure on the warship design of the same weight is so enormous that any movement in that direction is bound to be accept- ed, if the solution is practicable. -- In the German navy, as you per- haps know, they have adopted a small tube boiler, or at least a modification of a small tube boiler, for all classes of ships, from torpedo boats to battle- ships, and in that way they have at- tained a great uniformity in the ser-
