It is believed that he will be retained in some other capacity in the service of the corporation. He was formerly chief constructor in the ‘United States navy. Admiral Bowles was born in Springfield, Mass., in 1858, and graduated from the United. States naval academy in 1879. He also holds a post graduate degree of naval archi- tect from the Royal Naval college, Greenwich, England. He has been as- sociated with the upbuilding of the A DMIRAL F. T. In 1882 he was connected with the naval advisory board and for 14 years he was head of construction and repairs at the navy yards at Nor- folk, Va., and New York. He was active in the introduction of civil serv- ice reform in employment of navy yard labor. As assistant general manager of the Emergency Fleet corporation, Admiral Bowles held an important. po- sition as he was in direct contact with both steel and wood ship construction. He was given power to approve or veto any proposal for the expenditure cf funds, or to change plans for con- struction at Hog island. In accept- ing Admiral Bowles’ resignation, Charles Piez, director general of the Fleet cor- poration, paid a high tribute to his serv- ices: “Your work with the Fleet cor- poration has been so valuable both in its creative and its administrative sides, and your experience and advice have been. so helpful: to all-of ‘us: that. °I accept your resignation only with the greatest reluctance. Permit me to as- sure you that you have established a reputation for success and_ efficiency with the Fleet corporation that is be- yond the power of criticism to im- pair.” ae oe Dr. Cartos Ruccrerri, who is con- nected with the Italian food ministry, has been elected a director of the United States Steamship Co. and _ its subsidiary companies. Dr. Ruggierri succeeds B. G. Rictey, who has. re- signed. x * Ox James O. Heywoon, Chicago, has re- signed as manager of the wood ship division of the Emergency Fleet cor- poration. The wood ship department kas been taken over by the steel ship division with Danie H. Cox in gen- eral charge. Before resigning, Mr. Heywood pointed out that 101 wooden ships had been built of which number 94 were in active service. * * J. D. Lowman, assistant director of operations of the shipping board for the Washington district, has resigned. ADMIRAL F. T. BOWLES He will be succeeded by D. W. Bur- CHARD, who was his assistant. Mr. Lowman was forced to leave the ship- ping board on account of pressing private business interests. He took up his duties with the shipping board about a year ago. « * * Mitton J. BupLone has. resigned as vice president, general manager and director of Gaston, Williams & Wig- more and also as vice president and director of the Globe line of steamships which is a subsidiary concern. * * * W. P. TEEGARDIN’ recently was ap- pointed manager of the Overseas Ship- ping Co.’s Seattle branch office. He succeeds Crarence A. Lockuart, who has been promoted to vice president and transferred to the company’s Boston 156 office. Previously, Mr. Teegardin held the position of assistant manager at the Seattle office, having served in_ this capacity since the company first opened that office. The Overseas Shipping Co. is engaged in shipping operations on a large scale and notwithstanding that it is a comparatively new organization it handles a large volume of business. * %* oe Liroyp C. Herrinc has joined the organization of L. W. Ferdinand, Bos- ton, manufacturer of marine glue and kindred products. For more than 13 years, Mr. Herring was connected with the Boston office of the General Elec- tric Co. For the past 10 years he was — assistant to the district manager of the apparatus sales department of that company. Mr. Herring will act as sales manager for the Ferdinand com- pany. * * * Capt. Witt1am D. SovutHwick has been appointed supervisor of recruiting stations for the United States shipping board. He will have charge of 3000 official enrolling agencies at which ship- ping board recruits men for the mer- chant service. Captain Southwick will be stationed in Boston, which is the national quarters for the shipping board’s recruiting service. %* % * Rosert M. Kine, head of the special dispatch agency of the shipping board, has resigned to take up private business. He will be succeeded by Epwarn H. DUFFEY. x ok x Cart. JoHN F. Brain, Northern Pa- cific district manager of the Emer- gency Fleet corporation, has not re- signed according to D. M. Callis, as- sistant in charge of steel ship con- struction in Captain Blain’s district. Reports of Captain Blain’s resignation received wide publicity owing to the tact that he was taken seriously ill during a recent visit to the Emergency Fleet corporation’s home office. He S. B. Srocxine has been appointed assistant general freight agent of the Pacific Steamship Co., Seattle. He suc- ceeds M. J. Wricut, who sailed recent- ly for Manila to look after the com- pany’s interests in the Philippines.
